Kiiraay questions use of 3.7 billion CFA francs from Jamm Account by Pastef
The Kiiraay – Les Patriotes Républicains movement has reignited debate over special funds in Senegal, specifically targeting Pastef regarding the management of the Jamm Account for peace in Casamance. Kiiraay is demanding explanations for the use of 3.7 billion CFA francs from the account for the 2025 and 2026 fiscal years. The movement accuses Prime Minister Ousmane Sonko of mobilizing these funds without sufficient justification, stating that his explanations, which include vehicle purchases and administrative building renovations, deviate from the account's intended purpose of funding a Casamance peace program. Aminata Touré, Kiiraay coordinator, previously raised concerns on August 18, mentioning allocations of 2 billion CFA francs in 2025 and 1.7 billion CFA francs in 2026. The Jamm Account, established by a 2004 decree, operates under the authority of the Prime Minister's Office. Ousmane Sonko has defended its legality, noting its existence since former President Abdoulaye Wade's tenure. Kiiraay emphasizes the need for accountability and transparency for all funds allocated to peace in Casamance, especially given the region's long-standing conflict. This renewed offensive follows the Constitutional Council's August 25 decision to declare inadmissible a bill concerning the legal framework for special credits, a decision that Kiiraay interprets as further justification for demanding transparency from the majority.
