Senegal's Customs Code undergoes significant reform to adapt to new trade realities

This initiative follows nearly a year of consultations with government administrations, economic operators, and users, culminating in a meeting with over 200 private sector representatives to review the proposed changes. The reform aims to align customs regulations with contemporary trade practices, balancing trade facilitation, control efficiency, and public revenue security. The Director of Cabinet for the Minister of Budget stated that the 2014 Code revision is essential for adapting to new economic realities, safeguarding state interests, and improving conditions for economic operators.

This reform is part of broader changes in Senegal concerning taxation, investment, and the business environment. The Director General of Customs, Babacar Mbaye, emphasized the need to incorporate international trade developments and evolving community and international standards into customs legislation. He highlighted the importance of strengthening the logistics chain and public revenue mobilization.

The DGD engaged in extensive consultations over the past year with relevant administrations and private sector representatives to integrate user concerns. This collaborative approach resulted in a significantly expanded draft Code, with 181 new articles and various simplifications to existing provisions, which has now been presented to stakeholders.
