National Assembly suspends review of special credits bill after Executive's constitutional challenge
The National Assembly has suspended its plenary session scheduled for Wednesday, August 19, 2026, which was to examine the bill on the legal framework for special credits. This decision follows the Executive's referral of the bill to the Constitutional Council, challenging certain provisions deemed to fall under regulatory rather than legislative authority. The National Assembly criticized this as "systematic obstruction" aimed at hindering a legislative process intended to enhance transparency in public finance management. However, the institution noted that no provision explicitly states that an appeal to the Constitutional Council has a suspensive effect. Despite this, the Assembly chose to provisionally suspend the review of the text for the sake of "stability," "republican elegance," and inter-institutional dialogue. This suspension applies only to the special credits bill. The National Assembly clarified that the rest of its week's agenda remains unchanged: the session on Thursday, August 20, 2026, for ratifying resolutions to create parliamentary inquiry commissions, will proceed, and the review of bill n° 25/2026 on the protection of critical information infrastructures and digital security will also continue as planned. The outcome of the Constitutional Council's review will determine the future schedule for the special credits bill.
