Korle-Bu, Komfo Anokye, 37 Military Hospital, and Ghana Police Service fined GH¢20,000 for RTI Act breach
The Right to Information Commission has imposed a GH¢20,000 administrative penalty on several prominent public institutions, including Korle-Bu Teaching Hospital, Komfo Anokye Teaching Hospital, 37 Military Hospital, and the Ghana Police Service. This sanction is due to their failure to submit their 2025 annual reports, breaching Section 771 of the Right to Information Act, 2019 Act 989. The Commission stated that these institutions did not comply with the statutory requirement despite reminders published in the Ghanaian Times on January 20, 2026, and the Daily Graphic on April 24, 2026. Other institutions facing penalties include the Ghana Armed Forces, Bureau of National Intelligence, Office of the Special Prosecutor, University of Ghana, Kwame Nkrumah University of Science and Technology, and the National Communications Authority. The Commission emphasized that these annual reports are crucial for its consolidated report to Parliament and warned that defaulting institutions must pay the penalty within 14 days to avoid further enforcement. The RTI Commission reiterated that compliance with reporting requirements under Act 989 is a legal obligation, not discretionary, and this action aims to enhance transparency and accountability in Ghana's public sector.
