Morocco implements comprehensive electoral reform ahead of 2026 legislative elections
Morocco has undertaken a significant reform of its electoral system in preparation for the legislative elections scheduled for September 23, 2026. This reform is based on three key legal texts: Law No. 55.25 concerning electoral lists and operations, Organic Law No. 54.25 on political parties, and Organic Law No. 53.25 related to the House of Representatives. These laws aim to modernize the electoral process, enhance transparency and integrity, increase accountability among political actors, and foster citizen trust in representative institutions. Law No. 55.25 introduces online voter registration for both residents and Moroccans abroad, simplifying the process and making the national identity card the sole required document. It also mandates that voters transfer their registration upon changing residence to ensure accurate lists and imposes stricter penalties for fraudulent practices. The law also addresses digital transformation by regulating the publication of electoral polls and estimates during the reserve period, with sanctions for non-compliance. Organic Law No. 54.25 focuses on reorganizing and empowering political parties. It tightens financial transparency requirements, allowing for judicial dissolution of parties that fail to submit annual accounts for three consecutive years. While increasing the private donation ceiling, it also permits parties to create their own companies for mission-related activities, with financial results integrated into party accounts. The
