EU report highlights stalled transitional justice in Ethiopia amid ongoing human rights concerns

The report identifies a lack of progress in accountability and the implementation of post-conflict measures as a central human rights concern. It also highlights conflict-related abuses, humanitarian restrictions due to the continued presence of Eritrean forces in northern Ethiopia, and ongoing instability in the Afar, Amhara, and Oromia regions. While the Pretoria Agreement established a "fragile peace" in Tigray, it also led to new fronts in the Amhara region and increased tensions with Eritrea.

The report notes that delays in disarmament, transitional justice, and accountability have undermined stability and that the federal government's efforts to centralize authority have strained democratic institutions. Despite these issues, the report acknowledges "significant progress with the National Dialogue" and changes in the leadership of the Ethiopian Human Rights Commission. Concerns persist over restrictions on civic space, delayed justice for victims, and ongoing conflicts, even after Ethiopia's re-election to the UN Human Rights Council 2025–2027.
