Kaplan Logistics director surrenders to EACC over KSh 1.57 billion IFAD fraud allegations
Charles Cheruiyot, a director at Kaplan Logistics Limited, surrendered to the Ethics and Anti-Corruption Commission EACC on August 20, 2026, becoming the first suspect to comply with the commission's directive regarding the alleged embezzlement of KSh 1.569 billion from the IFAD-funded PROFIT Programme at the National Treasury. The EACC stated that the scheme, which ran between the 2013/2014 and 2023/2024 financial years, involved channeling funds to 23 private entities for undelivered goods and services. Investigators found that false and forged documents were used to facilitate disbursements, and approximately KSh 175 million was laundered through an unauthorized KCB Bank account. Nine suspects, including senior National Treasury officials and private business owners, have been arrested. The Director of Public Prosecutions approved the prosecution of 20 public officials, companies, and directors. Following Cheruiyot's surrender, the EACC urged the remaining 10 suspects to report to its Nairobi headquarters or the nearest regional office, reaffirming its commitment to safeguarding public resources.
