Unemployed graduates await implementation of Law No. 18 nine months after promulgation
Nine months after Law No. 18 of 2025, concerning the integration of long-term unemployed university graduates into public service, was promulgated on December 23, 2025, its application procedures are still pending. Yosra Néji, national coordinator for long-term unemployed graduates, called for clear decisions regarding the implementing decree and the registration platform intended to identify beneficiaries. Speaking on Express FM, Néji highlighted Article 8 of the law, which stipulates its entry into force upon publication, and Article 57 of the 2026 finance law, which prioritizes direct recruitment for those concerned. She emphasized that nine months is a significant period for a long-term unemployed individual, denouncing repeated delays and unfulfilled promises since the law's adoption. Néji explained that graduates initially expected integration over 2026, 2027, and 2028, but the decree and platform are yet to be launched. The law outlines criteria related to age and duration of unemployment, specifically mentioning individuals aged forty and above with at least ten years of unemployment.
