Senegal's new asset declaration law raises questions about OFNAC's enforcement capacity

This measure aims to prevent illicit enrichment within the administration. While the reform is seen as a significant step, concerns have been raised regarding the National Office for the Fight Against Fraud and Corruption OFNAC's capacity to effectively verify these declarations. The new law intends for asset declarations to be more than a formality, allowing for the tracking of public officials' wealth and the detection of unjustified enrichment.

However, the question remains whether Senegal possesses the material, human, and technical resources to control the declared assets effectively. Journalist Ibrahima Bakhoum emphasized that the challenge extends beyond mere publication, highlighting the need for civil society and opposition parties to pressure the state to equip OFNAC with the necessary tools. He noted that OFNAC's mission is substantial, as it will encounter situations where assets may be concealed, indirectly held, or located in multiple jurisdictions, referencing the Karim Wade case where international legal assistance was required to establish his assets.
