Senegal's 2027 budget faces significant constraints with a 288 billion FCFA reduction in spending ceilings

This reduction was highlighted during a workshop on July 30, 2026, where initial figures indicated a period of resource scarcity and the need for strict prioritization. Babacar Cissé, director of cabinet for the Minister of Economy, Finance, and Planning, revealed the main data for the 2027 budgetary framework. The indicative allocations to constitutional institutions and ministerial departments total 2,451 billion FCFA.

However, this amount excludes personnel expenses, public debt interest, and external resources. Of this, 1,470.2 billion FCFA is allocated to operating expenses, while 980.7 billion FCFA is for investment. Operating expenses represent nearly 60% of the indicative allocation, with investment accounting for about 40%.

These figures are indicative and subject to adjustment. The projected budget deficit for 2027 is 4.9%, which significantly constrains budget preparation. Several priority expenses have not yet been integrated into the communicated allocations but may be considered later.
