
Senegal's National Assembly adopts revision of Article 37 on asset declaration
Senegal's National Assembly has adopted Bill No. 33/2026, which amends Article 37 of the Constitution. This revision expands the obligation for asset declaration and publication to include the highest state authorities. Previously, only the President of the Republic was required to submit a written asset declaration to the Constitutional Council upon assuming office. The new text introduces a second declaration at the end of a mandate and, following a government amendment, extends this requirement to the Prime Minister and the President of the National Assembly. The amendment, presented by Minister of Justice Me Moussa Sarr, was validated by the Law, Decentralization, Labor, and Human Rights Committee on August 12, after several session suspensions. The PASTEF-Les Patriotes parliamentary group had unanimously supported this expansion before the plenary examination. The vote followed a lively debate, during which opposition MP Abdou Mbow accused majority parliamentarians of initially attempting to weaken the text's scope regarding the National Assembly President, only to reverse course due to public pressure.
