President Bassirou Diomaye Faye sets 2027 budget ceiling at 2,451 billion CFA francs

This budgetary constraint was discussed at a seminar organized by the Directorate General of Budget for stakeholders in the budgetary chain. Babacar Cissé, Chief of Staff to the Minister of Economy, Finance, and Planning, stated that the expenditure ceilings for the State's Financial Operations Table have been reduced by nearly 288 billion CFA francs compared to the 2026 Initial Finance Law. The total allocation includes 1,470.2 billion for operations and 980.7 billion for investment, though these figures are indicative and subject to change.

This austerity measure is driven by a challenging financial context, including a projected budget deficit of 4.9% of GDP in 2027, geopolitical tensions, tighter financing conditions, public debt pressure, food and energy crises, inflation, and difficulties in mobilizing domestic revenue. Massamba Dieng, Director General of Budget, emphasized prioritizing the completion of ongoing investment projects before initiating new ones, ensuring alignment with the National Transformation Agenda 2050. The government also aims to increase revenue through tax and customs ecosystem reforms and improved tax administration to progressively reduce the deficit.
