Niger to build new Dosso oil refinery with Zimar Group and High Tech, costing over 1.077 trillion CFA francs

An agreement for the project was signed by Bakary Yaou Sangaré, president of the negotiation committee, and Benjamin Day Marc, CEO of Zimar Group and High Tech. The estimated cost of the project is 1.9 billion US dollars, equivalent to 1,077,244,710,000 CFA francs. This significant investment will fund an infrastructure designed to process up to 100,000 barrels of oil per day, alongside a petrochemical complex.

The convention spans 16 years, including three years for construction and thirteen years of operation before the facility is transferred to the Nigerien state. This public-private partnership operates on a Build, Operate, and Transfer BOT model, where the private partner finances, builds, and operates the facility before its transfer. The agreement follows a memorandum of understanding signed in October 2024 with the consortium of Zimar Group, a Nigerien company, and High Tech, an American company.

Nigerien authorities have set deadlines to ensure the project's realization. The partner has four months to secure financing and produce detailed engineering plans, with financial closure expected within twelve months. A monitoring committee will oversee the partner's commitments and project progress.
