Namibia's N$4 billion guardians fund considered for autonomous status and reform

The Ministry of Justice and Labour Relations is currently evaluating proposals from service providers to develop a policy for reforming the fund's governance, financial management, operational structure, and institutional arrangements. Spokesperson Edmund ||Khoaseb stated that this review is part of a broader initiative to strengthen the fund's operations, including the possibility of making it an autonomous body. The guardians fund currently holds and administers approximately N$4 billion on behalf of beneficiaries and is managed by staff under the chief accountant and deputy masters.

While the evaluation process is ongoing, no final decisions have been made regarding the fund's separation from its current administrative structure. The reform aims to determine if the existing model is suitable for the growing pool of beneficiaries' funds or if a more independent structure is needed. The government also seeks to enhance financial management, operational capacity, and service delivery for beneficiaries, ultimately aiming for a modernized, efficient fund with improved governance and responsiveness to public needs.
