Nairobi County civil servants unpaid for two months amid budget dispute

The Union of Kenya Civil Servants UKCS attributes the delays to a fundamental breakdown in the county's payroll management, despite the county citing budgetary complications and the return of its budget by the Controller of Budget. Asingo Wilson, UKCS National Organising Secretary, stated that the continued delay is unacceptable and warned that political disagreements should not penalize employees. The union is advocating for a County Payroll Management Framework, which would include a ring-fenced monthly wage bill, a fixed salary payment calendar, and an early-warning system.

Analysts note that Nairobi County's large revenue base is undermined by the lack of a protected wage bill reserve, making the payroll vulnerable to coordination breakdowns between the County Assembly, the Executive, and the national treasury. Economists caution that prolonged salary delays could negatively impact consumer activity, retail, real estate, and microfinance sectors. The UKCS is urging a multi-agency response, emphasizing that short-term borrowing is insufficient to fix a broken system.
