National Assembly speaker defers motion for her removal
National Assembly speaker Saara Kuugongelwa-Amadhila has deferred a motion by Independent Patriots for Change IPC member of parliament Michael Mulunga seeking her removal. Kuugongelwa-Amadhila stated that Mulunga could not appeal to remove the same person he was appealing to, deferring her ruling on whether the motion could be tabled. Mulunga described the motion as unprecedented since independence, clarifying that it does not question the speaker's character but rather her fulfillment of duties. He cited the Constitution, which mandates the speaker to act fairly and impartially, ensuring all members' participation. Mulunga highlighted two instances where the house's proceedings collapsed: on 17 June due to rulings from the chair, and on 10 July when nearly all opposition parties withdrew over a vote's conduct, leading to a lack of quorum. He argued that such disruptions would not occur if rules were applied consistently.
