PAM unveils 350 billion dirham electoral program for 2027-2031
The Authenticity and Modernity Party PAM has presented an electoral program totaling 350 billion dirhams for the period 2027-2031, averaging 70 billion dirhams annually, three weeks before the legislative elections on September 23, 2026. The program is structured around five pacts and twenty commitments, prioritizing purchasing power with a 150 billion dirham allocation. It proposes a reform of income tax, reducing it from six to three brackets and capping the marginal rate at 20%. Salaries below 15,000 dirhams gross would be exempt. The financing plan relies significantly on an anticipated additional effect from a 5% annual growth rate, compared to 3.7% in the previous legislature. The document also addresses the Samir refinery, suggesting its tanks be used for a three-month strategic hydrocarbon reserve. Other key areas include the Citizenship Pact 100 billion dirhams, Youth Integration Pact 50 billion dirhams, and Strategic Sovereignty Pact 50 billion dirhams. A Territorial Integrated Development Program is allocated 130 billion dirhams over five years. The program aims to create 53,000 net jobs per additional growth point, contain inflation at 2% annually, cap the deficit at 3% of GDP, and reduce debt to 62% of GDP by 2031. It also plans a general review of public spending within the first six months of the mandate. The PAM's proposals also include increasing the minimum direct social aid to 1,000 dirhams per month per household, raising the pension floor to 3,000 dirhams
