
Tripoli government issues Resolution 498/2026 regulating foreign education in Libya
The Tripoli-based Libyan government issued Resolution 498/2026 on August 17, 2026, comprising 55 articles to regulate foreign educational institutions in Libya. This new framework mandates that all foreign programs must maintain accreditation from their home country and adhere to Libyan national values, Islamic law, and local customs. The resolution also outlines infrastructure safety standards for engineering, health, and electrical services, appropriate for the number of students. It restricts private schools operating from their own buildings to solely educational activities as specified in their license. The resolution permits licensed foreign schools to utilize public educational buildings for a fee and allows foreign embassies to open schools in Libya under bilateral agreements, provided they do not offend religion, morals, and the general values of Libyan society.
