NCAA engineers oppose proposed review of aviation ticket sales charge sharing formula
The Nigeria Civil Aviation Authority NCAA chapter of the National Association of Air Traffic Engineers NAAE has distanced itself from comments made by the association's national leadership regarding a proposed review of the Ticket Sales Charge TSC sharing formula. The NCAA chapter stated that it was neither consulted nor represented in the national leadership's position, and that the published views do not reflect the opinions of its members. The engineers emphasized that the TSC is a statutory levy shared among aviation agencies, with the NCAA relying substantially on its allocation as the industry's economic and safety regulator. They warned that reducing the NCAA's share would undermine aviation safety oversight and regulatory effectiveness, potentially leading to reduced safety inspections, delays in certifications, and a weakening of Nigeria's aviation safety system. While acknowledging the funding needs of the Nigerian Airspace Management Agency NAMA, the NCAA chapter maintained that strengthening one agency should not come at the expense of another. They urged stakeholders to pursue broader consultations and sustainable funding mechanisms for all aviation agencies. Currently, the NCAA receives 56% of the TSC pool, while NAMA gets 22%, with the remainder distributed among other agencies. A bill before the National Assembly seeks to reduce the NCAA's share and increase NAMA's allocation.
