Economist Dr. Ndongo Samba Sylla raises concerns about Senegal's IMF agreement and debt restructuring

Dr. Sylla, known for his sovereignist views, has consistently warned about the negative consequences of debt restructuring. He notes that Senegal has decided to restructure its sovereign debt in foreign currency using the G20's "Common Framework." Dr. Sylla highlights that this framework, when applied to Zambia, did not result in substantial relief or address the deep issues of over-indebtedness.

He points to austerity measures imposed on Zambia by the IMF, such as subsidy cuts and tax increases, which led to a cost-of-living crisis and increased fuel and electricity prices. Dr. Chérif Salif Sy concurs, stating that Zambia's case demonstrates the Common Framework's failure, characterized by a lack of real relief, brutal austerity, and a rapid return to unsustainable debt. He cautions against mechanically applying this experience to Senegal.

Dr. Sylla urges Senegal to reject an imposed framework that lacks specificity and to remain vigilant regarding austerity, the debt trap, and social stability. He emphasizes that debt restructuring is not a universal solution and that Senegal must avoid mimicry, instead building a sovereign strategy based on political and strategic choices.
