Botswana High Court criticizes state over prolonged freeze of former intelligence chief's assets
Justice Pusoentsi Mojapelo of the Botswana High Court has ordered the state to release the properties of the late Isaac Kgosi, former Directorate on Intelligence and Security DIS head, after they remained frozen for seven years. The court described the prolonged restraint of Kgosi’s assets as an abuse of the law, stating that the state had failed to conclude its investigations despite the extended period. Justice Mojapelo noted that investigations into Kgosi began around 2011 or 2012, but an ex parte order to restrain his property was only obtained in July 2019. The court also ordered the respondents to pay costs on an attorney-and-client scale.
