IEC updates Electoral Code of Conduct to combat disinformation ahead of local elections
The Electoral Commission IEC will enforce an additional Electoral Code of Conduct to combat disinformation before the local elections. Masego Shiburi, the Electoral Commission Deputy Chief Officer, explained that the existing code has been updated to align with modern campaign mechanisms, including new, digital, and social media. The updated code aims to restrict contestants, political parties, and independent candidates from campaigning based on falsehoods. Shiburi clarified that disinformation refers to false information known to be untrue. While the commission cannot impose sanctions, it can refer potential breaches to the electoral court for action. The IEC is also collaborating with major social media and tech companies for self-regulation, allowing them to refer false content for removal. Additionally, the IEC is working with political parties for self-regulation and plans to create a portal for the public to report issues, which could lead to content takedowns or referrals to the electoral court for punitive sanctions.
