African airlines oppose charges for advance passenger information and passenger name record systems

The African Airlines Association AFRAA, Airlines Association of Southern Africa AASA, and the International Air Transport Association IATA support the deployment of these systems but argue that the cost should be borne by governments as part of their border security responsibilities, not passed on to travelers or carriers. In a joint statement, AFRAA Secretary-General Abdérahmane Berthé, AASA Chief Executive Officer Aaron Munetsi, and IATA Regional Vice President, Africa and Middle East, Kamil Alawadhi, emphasized that border security is a governmental duty. They warned that introducing new financial burdens could undermine the benefits of API and PNR systems, which help strengthen border controls and identify security risks.

The associations cited the International Civil Aviation Organization ICAO Policies on Charges for Airports and Air Navigation Services Doc 9082, which recognizes border security as a government responsibility. They cautioned that passing these costs to airlines and passengers would increase air travel expenses, reduce connectivity, and negatively impact economic benefits from tourism, trade, and investment.
